We have stayed at Goliad several times. Never noticed the traffic noise. Don't know if they still do, but they did offer a weekly discount for camping. There is a really nice walk/bike path into town. The old town square is pretty neat. There is a cafe on the square that has great pie, I think it is the Blue Quail Deli. We were surprised at how much history there was in that area.
If you are going to stay there a while, stock up on necessities before you going or plan on a trip into Victoria, which is is also a nice place to visit.
