The issue lies on the backside of the water heater, the check valve that is on the output of the hot water output. The spring inside goes wacky and blocks the outlet. Turn off water, power to heater, remove valve, replace if he needs to winterize without getting safe anti-freeze in heater tank...if not, put nipple in place of check valve and count it good. Need an on road fix...call mobile rv repairman or turn off water, power to heater, disconnect connection on tank, take screwdriver and punch out valve inards.
