Well there two basic choices. Hwy-40 or I-10. It can be cold everywhere in TX, NM, and AZ in February.

Hwy-40 is guaranteed to have freezing temps, ice, and snow. There is some pretty high elevations along the route. But it is a long way from the border.

I-10 is the best choice for not terrible weather. There might be rain and lows at night in the 30s. Take the bypass around El Paso if being near the border is an issue. That is the only place where you can actually see the border. I have taken I-10 a number of times and never been concerned.

The key thing is to be prepared for cold weather. It is more likely to happen than not in Feb.
