Pin 4 in that same connector is +12v. I would check the J box wiring, the cable, and the connector to see if there is any damage to any of those.

As noted above, a bad ground on one thing can cause unexpected voltage on something else. Not unusual for a trailer with a bad ground to have running lights blinking when a turn signal is turned on. But that should be limited to something in the stop/turn/running light wiring.
