Slight downward tilt is normal. Keeps rain from blowing in and entering any voids in the top slide seal. For the toilet foot valve try cleaning the seal for the toilet. Stuff can get trapped in the recesses. Rubber gloves and a small stiff brush to get into all the crevices -
gas mask might help too. Then smear light coat of lubricant, i.e., Vaseline, etc., on all and into the rubber surfaces.
