A blue, 12AWG unfused wire is usually for the breakaway switch (about a ten buck item). The switch may be at fault or someone may have pulled its removable plug expecting the brakes to act as a parking brake. That wont work. Take a look at the four pair of axle to brake backing plate wires too and you may find that they too are crispy or one is shorted which will also cause brake failure as well as ruin the switch.
