I can't imagine that configuration being a problem. The two aren't in contact with each other and are absorbing slightly different kinds of shock. The truck air bags are absorbing shock from the road, smoothing the ride for the passengers, while the hitch bag is absorbing shock from the truck as the truck and trailer wrestle for equilibrium and minimizing impact to the trailer. With proper PSI's I see the outcome being only positive.
