I would first take temperature of air coming out of the vent that is the nearest thhe AC unit should be 20 degrees lower or better then air entering the return.
If you are not getting the 20 degree differential you have a bad AC Unit!
Confirm you are getting 115 Volt at the pedestal and inside the unit.

I have ran our 2955RL on 30Amp and even 20Amp service for years
