Mine fills with rainwater when we have driving rain, I determined it is on the drivers side. First happened when sitting through a hurricane last fall. I think it is coming in through the external furnace vent then down through the heater outlet on top of my tanks. In my case I know it is not tank water as it happens when stored, empty.
