The propane furnace takes its return air through the storage “basement” . This is how it supposedly keeps the pipes from freezing. The basement is poorly insulated, even with the winter package or whatever they call it. When the furnace shuts off you will get a cold draft through the return air vents. Running the “fan” just runs the fan of the air conditioner, through the ducts in the ceiling, which, again are very poorly insulated, so you will just feel cold air through the ceiling ducts .
