I found two items restricting the flow. I could not see a use for either of them so I pulled them both out. The top one was between the flexible hose and the head, the other one was on the other end of the flexible hose. I also found a bunch of wood chips stuck in there.

While I was in the process of de-winterizing, my FloJet water pump failed; probably from the same junk that was clogging the faucet. I replaced it with a ShurFlo revolution pump (strainer on order). Now my water flow is great. It was a combination of removing the restriction, cleaning out the junk and replacing the water pump.

PS: The new pump is much quieter than the old one.
