You must be able to get on base and to do that you must have a Military ID card, either retired or active duty. DOD civilians with ID cards are also welcome.
Just another one of our bennies for serving our time in uniform.....I mention it cause I never know who is retired and who isn't. Corp of Engineer parks are sometimes nice also, we have stayed at several of them also.
