As Carl said, it is not uncommon for the gasket to stick and prevent the cover from opening. And if the cover does not open the fan will not start. But you should hear the motor run for a few seconds trying to open the cover before it stops, if it has power to it. If it does not run at all then you likely have a power problem. There is a fuse on the fan base that could be blown. Or the fuse in the fuse panel could also be blown.
