The panel is held on by wire staples. I slowly worked it off working from the bottom up, and then pulled the staples out of the panel. I replaced my pop-up outlet (the USBs went dead) - then I put the panel back on using finish screws. That way it will be easy to remove if needed in the future. Just work it slow - it will come off.
