I missed the blue tarp fix. I lived in SW Kansas for a few years, so I am familiar with the Ogallala Aquifer dynamics and the serious problems that were occurring even without drought conditions. If we could trade weather in the NW US in the spring for the SW US in the summer, we'd sure have a lot more green vegetation on the ground.
