Since I usually have a telescope with me, when set up I invite others to view as well. I would mention to your neighbor that you were stargazing and invite them out to view with you, then use that as a lead to talking about lights, you could also mention the International Dark Sky Association as well.

We were in Mackinaw July of 2014 when they did the "lights out across the UP", they even turned off the lights on the Mackinaw bridge (except the towers' clearance lights), that is DARK up there.
