We have the 18K signature hitch and our problem is the opposite of yours. We can't get it to release unless we pull forward a little bit. Then I have to go and pull the handle again then it will release. With your problem check to make sure the trigger tab inside the receiver is not bent and the pin makes contact with it when you back into it. If that trigger tab is bent it won't close.
