The "up and down" switch on the fan that you refer to is to reverse the fan blade direction.
The switch you are looking for is just as wm5e stated and is a home style decora style black switch behind the wooden panel access door where most of the other RV switches are. It's easy to miss because it's a black switch on a black background panel. Took me a couple of hours to figure it out.
