We have that requirement around here in many places - it is because when you pull the plunger to dump, the hose jumps all over and springs leaks from rubbing.
We use a vinyl gutter when we can for the stinky slinky, and also use the Sewer Solution. I wasn't aware that using the Sewer Solution eliminated the need to keep it off the ground, but if so, another selling point for that one.
