I have had to take steel wool to my rain sensors on previous rigs. It could be that the sensor is shorted out by some kind of corrosion and that is telling it to stay closed. If you manually open the lid, you can look at the sensor from on the roof. It is a plated squiggly line affair. And while up there you can push the plunger type switch to see if your issue is probably related to the switch located in the fan assembly that tells the fan motor to turn on after the lid has opened enough or the lid is stuck to the rubber seal.
