According to the CRE3000 documentation, 3" is the correct travel for the shackle.

What kind of problems? Hitting the top of your wheel well? Wouldn't that be a function of the springs (not the axles)? I looked but didn't see any scuff marks on my wheel well. If not the springs, you may have a broken shackle link. Look where the end of the springs mount to the CRE3000 and where it mounts to the other end on a frame support. I had a broken shackle link on a previous 5th wheel and it dropped a wheel all the way to rub a hole in the wheel well!

I assume you haven't got it loaded heavy - my trailer weight is 11,620, with 8,680 on the wheels and 2940 on the pin.
