If you can't resolve grab some of those little earplugs and shut the world out. I just spent a month in a park right along the freeway. Box fan would normally drown the noise out pretty well but once the temps dropped I'd freeze. Opted for the squeezy earplugs and the freeway was gone.
I'm not the fan of outdoor music at all or load anything but we are sharing our worlds with the weekenders that are there to have a good time. Hard to argue the point if they aren't being obnoxious and simply playing some background music during non quiet time hours.
