With regard to the shopping, you can use the shoppette the at the Proving Grounds if you run out of milk, bread, etc. they allow you to buy anything except, alcohol.. You just show ID at the gate and they give you a pass to go onto the base. You also have access to the library, laundromat, bowling alley, restaurant, and movie theatre with free movies each night. There is also free wifi.
The pass you buy at Q is valid at Imperial Dam, but remember if you have quads, we are actually in California, so helmets are required. Everyone warned us about the wind, but honestly, it is welcome most days to combat the heat. We don't leave our awning out if we are going to town but did not find it too much. The vegetation is sparse on the Mesa, but lots of trees and bushes around the reservoir and lake and for us it is the water access that is the bonus here.
