I wonder if the "loop" forces cool air over the warn evaporator in the "off" unit. If so, it would definitely rob the cooled air of any temperature differential. As JABURKHOLDER stated, maybe the units are designed to work together. But if that were the case, what would be the point of two zones. Maybe a call to Keystone might be in order on this one.
