I was an LEO for thirty years on Long Island in NY. I always believed our job was to make the roads safer and stopping speeding was a way to do this. If a motorist does this by blinking his lights he's actually helping slow people down. This is sort of like parking an empty patrol car in an area to reduce speed. Issuing tickets shouldn't be the goal. Making the roads safer for everyone should be. The worst offenders will get caught sooner or later anyway.
