That is the Kanawha River in West Virginia, about 32 miles upstream from where it empties into the Ohio River. You are correct in the design, it is totally floating on the pilings to allow for the wave action from storms and passing barges. Ditto on the quality work, I have always said if you want something done right, you have to do it your self!!
