You are correct about the plastic covering, a thin flexible plastic, but it is sealed, looks like the rubber a little.
They should have embedded the metal strip in a sealer, then screwed it in. That was the way my inboard seam and metal strip was, it seemed to be sealed well. They probably found that the plastic sealed better over the metal; I guess...
