You haven't mentioned what type of hitch you have but my Curt Q24 has 4" of vertical height adjustment. Have you looked at this option?

Regardless of your cutting method you should consider running a piece of masking tape on both sides of the fender along your cut line to prevent the plastic from splintering while cutting.

Concur with jcurtis934 regarding elevate and cover if possible. Additionally, I seal and wrap the connectors with electrical tape.

That buzzing is probably an alarm alerting you to a problem. The burnt wire is evidence of that. Before you do further damage or worse I would turn the breaker off, unplug, and remain unplugged.

We switched out the Thetford in our 2017 3791 for the Dometic 320 with no issues in regards to fitting in the same footprint. Sounds like your blockage issues are beyond the tank though...good luck.
