no. The starter is powered by the trailer batteries and the batteries are charged by the converter in the trailer as if you were plugged in.

I agree, most gooseneck trailers I've towed were set up in the 15 - 20% of gross trailer weight on the pin. Most goosenecks don't have usable space over the neck like fifth wheels.
